Nuisance drinkers may face city ban

A BAN on alcohol could be enforced in an area of York city centre which is plagued by the anti-social behaviour of drinkers in the streets.

York Council, working in partnership with the police, the Safer York Partnership and local businesses, is considering introducing an alcohol exclusion order in the Exhibition Square and Bootham area of the city.
If the plans are given the go-ahead by councillors, the ban could be in place as soon as April of next year and would give police extra powers to tackle those who breach it.
Anyone arrested for drinking in the designated areas affected by the order could be fined up to £500.
The proposals would see alcohol consumption banned in Exhibition Square, King's Manor Gardens, Manor Lane, land lying around the perimeter of the City Art Gallery, St Leonard's Place, St Leonard's car park, Bootham Row, Bootham Row car park and areas of Bootham itself.
York Council has decided to act against the number of drinkers who have been responsible for blighting the streets with anti-social behaviour, portraying the city in a bad light for the hundreds of thousands of tourists who visit every year.
The council's temporary licensing manage, John Lacy said: "The council has powers to designate areas where the police will have increased powers in relation to the control of street drinkers.
"This area has a history of nuisance behaviour associated with the consumption of alcohol on the streets. This can cause annoyance, distress and disruption to members of the public, particularly tourists, businesses and attractions."
The public are being asked to have their say on the plans and details of the proposals and a map showing the area where they would be applied can be viewed at the reception area of 9 St Leonard's Place, York, at any time between 9am and 5pm on weekdays.
Members of the public who would like to contribute to the consultation process can write to Andy Hudson, Assistant Director (Environment and Neighbourhoods), 9 St Leonard's Place, York, YO1 7ET. All responses should arrive no later than January 9, 2006.
